Limits and quotas
The enforced quotas on Free and Pro, and what happens when you hit one.
Your agent sees the same numbers through whoami, which shows usage and reset dates.

The template commit that creates your app and a rollback never count as code changes. Code changes charge to the app owner, whoever makes them.
When a quota is hit, the tool returns quota_exceeded with an upgrade link and a user_message. Ask your agent to relay that message word for word. Code changes reset at midnight UTC, and whoami shows your current counts and reset dates.
